Once upon a time, during WWII, somewhere in Nazi occupied Romania, a night of comic misadventures ensues when a boy discovers a dead soldier. The German authorities demand that the perpetrator must be identified or the town leaders will be shot the following morning. In their desperation, led by Father Johanis (Harvey Keitel), their salvation seems to lie in convincing the town "fool", Ipu (Gérard Depardieu), to agree to confess, and save them all with his sacrifice. The comedy and darker sides of human nature race toward the deadline where one cannot help but wonder who, in fact, is the actual "fool"?

Father Uffizi and Luke travels through a Romania destroyed by the civil war and the vampires. Luke is trying to save Elizabeth from the claws of Dracula, and Uffizi to terminate with the vampires. Along their journey, they meet the British television journalist Julia Hughes covering the war, and the trio follow together facing dangerous situations with the rebels and the vampires.

At the Bucharest Circus, the new young manager is trying to solve the major financial issues of the company by selling its only bear (old and about to die soon) to German hunters. But the artists do not want to sacrifice their favorite animal so the manager decides to steal the bear and run to the mountains to meet the Germans. A crazy road movie starts following the bear.
